Department of Posts Unveils DHRUVA Policy to Implement National Digital Address under Digital Public Infrastructure (DPI).

In May 2025, the Department of Posts (DoP), also known as India Post, under the Ministry of Communications (MoC), released a comprehensive policy document on DHRUVA (Digital Hub for Reference and Unique Virtual Address). This initiative lays the foundation for a National Digital Address Digital Public Infrastructure (DPI), aiming to establish a standardized, interoperable, and geo-coded digital addressing system across India.


      - DHRUVA is designed to simplify location identification, enhancing the delivery and accuracy of services in sectors such as government administration, emergency response, e-commerce, banking, and urban planning.

      - A key feature of DHRUVA is the promotion of Address-as-a-Service (AaaS) — a secure, efficient system for address data management that enables seamless interaction between citizens, government agencies, and private enterprises.

      - The DHRUVA framework is based on the Digital Postal Index Number (DIGIPIN), a geo-coded digital addressing system developed by the Department of Posts (DoP) in collaboration with the Indian Institute of Technology Hyderabad (IIT-H) and the National Remote Sensing Centre (NRSC), Bengaluru, under the Indian Space Research Organisation (ISRO).

Main Point :-   (I) DIGIPIN is a 10-character alphanumeric code that divides India into 4m by 4m grids using latitude and longitude to uniquely identify locations.

      (ii) The Digital Address Layer is a user-centric consent-based system that allows individuals to create personalized labels linked to their DIGIPIN for easy sharing.

(iii) Key features include privacy with user consent, interoperability across sectors, scalability, transparency, and support for innovation using standardized address data.
